The idea that racism is endemic and ‘business as usual’ is helpful in considering how the normal workings of a classroom – the practices, dominant discourses and the models of good learning – can exclude some children from positions of educational success.
As the author has argued elsewhere (Race, 2011), integration is not only about the conditional relationship set down by the state through policy, it is how the individual and community responds to these conditions. That some groups are ‘minoritised’, a position which suggests different and inherent ‘otherness’, is a phenomenon which is historically and geographically contingent.
